January 05, 2018EXPARTECoalition Cities: City of San Luis Obispo, City of Pismo Beach, City of Paso Robles, City of Arroyo SUMMARY: On January 4, 2017, representatives of the City of San Luis Obispo, City of Pismo Beach, City of Paso Robles, City of Arroyo Grande, City of Morro Bay, and City of Atascadero (collectively, the “Coalition Cities”) met with David Gamson, advisor to Cmmr. Guzman Aceves, in San Francisco. On behalf of the Coalition Cities, present at the meeting were Heidi Harmon (Mayor, City of San Luis Obispo), Erik Howell (City Councilmember, City of Pismo Beach), Christine Dietrick (City Attorney, City of San Luis Obispo), and Britt Strottman (outside counsel). Tom Frutchey (City Manager, City of Paso Robles) participated in the meeting by telephone. The representatives for the Coalition Cities discussed the Community Impacts Mitigation Program (CIMP). Specifically, the Coalition Cities discussed why the Commission has legal authority to approve ratepayer funding for the CIMP, that the CIMP is not a substitute for lost tax revenue, how the parties calculated the $10 million for the Economic Development Fund, the concerns about the safety and economic impact of the closure of Diablo Canyon, and the reasons why the CIMP benefits ratepayers.

December 26, 2017EXPARTESan Luis Coastal Unified School District [LATE FILED] SUMMARY: On November 20, 2017, Kimberly McGrath, Assistant Superintendent for Education, San Luis Coastal Unified School District (SLCUSD), met with Jennifer Kalafut, advisor to Cmmr. Peterman, in San Francisco. Also present was Gregory Klatt, outside counsel to SLCUSD. Ms. McGrath and Mr. Klatt gave an overview of SLCUSD and its unique relationship with PG&E and the Diablo Canyon Power Plant. Ms. McGrath and Mr. Klatt explained the basis for SLCUSD’s position that it would be fair, and the Commission has the legal authority, to authorize ratepayer funding of the CIMP. Ms. McGrath and Mr. Klatt also described SLCUSD’s efforts to ensure the Community Impacts Mitigation Program (CIMP) was structured in a manner that would produce the intended results and the consequences of the CIMP not being adopted.
